History
Every seven years Wascana Centre Authority reviews the physical plan for Wascana Centre. This review results in a revised Master Plan. The Board of the Authority approved the 2006 Master Plan on December 21, 2006.
To initiate the 2006 review of the Master Plan, the Authority first developed a new Strategic Framework.
A process critical in the development of the new framework, the Authority conducted two Planning Summits to gather input from stakeholders:
1. To gather input from our community, in October 2005, WCA conducted a 2.5 day Planning Summit with representatives from a broad range of stakeholder organizations, including Community Associations, Stakeholder Groups, Organizations that reside within Wascana Centre, and organizations that organize events within the Centre. A wonderful collection of rich visions for Wascana emerged from this summit and are captured in our Community Stakeholders Summit Summary.
2. WCA is fortunate to have a dedicated and efficient workforce that care for the Centre. With an average length of service of more than 25 years, the direction that this group provides for the Centre is critical for its continuity and continued performance as a world-class urban park. Bringing this group together with the Authority's Board resulted in another important vision of our future. The outputs of this session are captured in our Employee and Board Summit document.
Wascana Centre Authority wishes to thank Communities of Tomorrow - Partners for Sustainability Inc., for their generous support in helping us advance our Strategic and Master Planning Processes. As part of our commitment to Communities of Tomorrow, we have developed a journal which chronicles the process our organization went through in order to develop our 2006 Strategic Plan. 2006 Master Plan
This is the ninth sequential master plan for Wascana Centre. These plans represent a level of continuity in the development of a place which is extremely rare in Canada and indeed, the world. It has come about because the planning process has been legislated into law and the plan with its amendments is central to the operation of the Wascana Centre Authority. The result is an area of immeasurable value as a place of work, education, recreation, and natural preservation for the City of Regina and the Province of Saskatchewan.
The report begins by describing the Wascana Centre Authority and its planning and administrative process. This is followed by an outline of the history and main contents of successive plans for the Centre and for some of its subcomponents. The report then deals with Wascana Lake, followed by general planning principles and then detailed examination of various development areas. Important aspects of the urban and rural context of the Centre follow. The report concludes with a description of the implementation process and a condensed list of implementation items.
